Yes, the admin can add the custom registration fields for the customers in Magento Custom Registration Fields. For this, the admin has to navigate through Customers->Manage Customers.
After clicking on 'Edit' the admin can assign the custom registration fields he has created from the backend. The custom registration fields assigned to a particular customer also appear in sale's order and invoice.
