As per the standard flow of our marketplace module, Shipping methods and shipping rates are managed by admin only and the entire cost (including the shipping) goes to the admin.
Sellers will have an option to assign admin-created carriers to their products. (In our Updated version of Marketplace 3.0.x or later and Marketplace 5.0.x or later)
However, if you want Sellers to create their own shipping methods and can also set one’s own shipping rate, then our Marketplace Seller Shipping Module will be the correct choice.
