Yes, using the Seller Vacation Marketplace add-on for Magento 2 the admin can disable the products of the vendors on vacation. Within the configuration of the extension, the admin can set the option Seller Product Disable Type to Product Disable or Add To Cart Disabled. 
If add to cart is selected, then the admin will be able to change the label of the add to cart button that is displayed on the add to cart button at the storefront else if Product Disable is selected the
