If the admin has selected Full Payment as the payment type while creating a preorder, then a customer has to pay the full amount (product's original price) upfront to preorder the product.
Once the product becomes available and a customer proceeds to complete the preorder, a voucher equivalent to the amount paid at the time of preorder gets applied to the cart.
