In WooCommerce Multi Vendor Marketplace, the admin can greate global as well as local attributes for his products. The admin can create global attributes under Products > Attributes, the global attributes will be available to all the products while the local attributes are those attributes which can be created by the admin while adding/editing a product. The local attributes are associated with the product only and can not be available to other products.
